That Master Chief and Arbiter appear as Epic Crossover means that they are skins that are based on other characters, but have unique animations, weapon skins, and dedicated roster spots. So, Master Chief is an Epic Corssover from Isaiah, while the Arbiter is from Sidra.

Brawlhalla celebrates the arrival of the Master Chief in a big way
To celebrate the arrival of Master Chief and the Arbiter in Brawlhalla, Ubisoft released a new Halo-inspired game mode. This is Oddbrawl, which is based on the classic Oddball mode of Halo. In this modality, players will have to get 100 points by maintaining possession of a flaming skull.
