The Internal Affairs Unit of the Police has presented in recent days a report to the judge investigating an alleged case of embezzlement in Jupol, the majority union in the Police, in which it affirms that there are more than 13,000 euros in expenses of its current secretary general, Aarón Rivero, with the union card that finds no justification in the documentation provided by the organization at the request of the court, sources close to the case have advanced to elDiario.es.

The police report is the result of the order that the head of the Investigating Court number 53 of Madrid had made to Internal Affairs to clarify the destination of almost 360,000 euros from the union between January 2019 and June 2021, that is, from six months before Jupol swept the first union elections to which it was presented and until the departure of its previous general secretary, José María García. The union, as a legal person, and García himself are accused of embezzlement in the aforementioned case.
However, the judicial investigation already affects the current leader of Jupol, Aarón Rivero. The general secretary of the union at that time was a member of the leadership under investigation. That union leadership had 97 spending credit cards, Internal Affairs discovered. After a first report from this unit, the judge requested new documentation from the union and the latest report from Internal Affairs, which arrived at the court a few days ago, is the result of the analysis of that documentation.
In the new Internal Affairs report, according to the sources consulted, there are justifications for small cash withdrawals from Rivero but not for the expense made through payment with the union card, more than 13,000 euros without control or accreditation. With the new Internal Affairs report, the judge must decide if she extends the accusations to the general secretary, Aarón Rivero, and other members of the current leadership of Jupol or if, as the union has requested, she archives the proceedings.
The Investigating Court number 53 of Madrid investigates what the union spent 359,434 euros on between January 2019 and June 2021. The union is financed through the fees of its members while receiving public funds based on its broad representation in the Police Council. The message of regeneration in the face of some traditional unions that they accused of not firmly defending the interests of the police and living on perks faltered when the investigation by the Internal Affairs Unit became known.
In the period investigated, Jupol received 380,731.22 euros of public money for his representation on the Police Council, according to the Special Subsidy Plan of the Ministry of the Interior. The figure responds to its resounding success in the elections to the Police Council, the body representing unions and Administration, and which is distributed in vowels by scales.
To queries from elDiario.es about the unjustified expenses of its current secretary general, Jupol has responded with a note to this medium in which he assures “he cannot defend himself” from the statements included in the Internal Affairs report because the court “forbids teaching it.” Jupol tried to get the judge to declare the case secret so that her advances would not be revealed, but the investigator, according to the Prosecutor’s Office, rejected such a claim: “There is no reason to decree confidential the reports of the Internal Affairs Unit of the National Police that were incorporate at present and in the future, denying what is interested in the representation of the Jupol union ”.
For Jupol, the latest report from Internal Affairs “is a report devoid of conclusions that lacks value for the investigation.” “It is a direct attack by the Government and the government union to discredit us,” they add in their note.
Elections in the Police
Jupol relates the report of the Internal Affairs Unit, of recent date, and its “leak”, with the elections to the Police Council that are held next Wednesday and that test the resounding victory that Jupol achieved in 2019, the The first time it was presented, an election that reached full investigation to the organization for embezzlement.
Last January, Judge Mónica Aguirre de la Cuesta accepted the proceedings proposed by the Internal Affairs Unit of the Police and required Jupol all the information about the almost 360,000 euros spent with 97 credit cards distributed among those responsible for the union .
A court order addressed to Caixabank had revealed the identity of the 97 beneficiaries of the plastics and their card numbers. In the first report of Internal Affairs, the investigators accused the current leader of Jupol, Aarón Rivero, expenses of 5,361 euros with the plastic that, once analyzed, the new documentation raises to more than 13,000 without justification.
After receiving the latest report from Internal Affairs, Judge Aguirre de la Cuesta has requested an extension of the investigation until next December. Jupol, for his part, requests the file of the case.
