EPS and 3 former governors of San Andrés are accused of fiscal responsibility

The Comptroller General of the Republic imputed fiscal responsibility for $202,767,134,694, against two EPS, the Legal Representative of a Public IPS, 3 Temporary Unions that provide services and three governors, due to irregularities in the care of members of the contributory and subsidized regime in the department of San Andrés, Providencia and Santa Catalina.

(These are the special measures to deal with crises in San Andrés).

The control entity determined that the EPS requested $94,936,891,152 from the ADRESwhich were not represented in health services for their users in the Islands and, in turn, the EPS transferred $2,905,830,271 to the UTs that provided services, which were not represented in the provision of health services during those terms either.

(In San Andrés, 60% believe that the head of the household should not be a woman).

Likewise, the Comptroller General of the Republic warned that $16,293,645,185 were transferred, as a subsidy for the health offer when the operation in the archipelago was not in deficit. It also found that $87,172,819,868 were paid, to the public IPS, which was not authorized in that department to provide health services nor did it have contracts signed with the EPS for these periods.

On the other hand, it was established that $824,336,362 has not been paid to the Government of San Andrés, as consideration for the delivery of the hospital infrastructure to the Public IPS through the inter-administrative contract entered into between both parties.

Finally, the CGR was able to verify that the Government of San Andrés signed a tele-assisted medical consultation contract with a private IPS, when said services were contained within the inter-administrative contract, constituting a parallel contract for $633,611,856.
