Health reform: minute by minute of a new attempt at the first debate

At this time, the debate on health reform is advancing in the Seventh Committee of the House of Representatives. There are already 65 approved articles and it is expected that the most controversial ones will be discussed today.

At 8:35 p.m.: Representative of the Liberal party expresses himself.

Héctor Chaparro comments on the concerns of the liberal party, as follows:

– The disappearance of the role of health insurance in the country, since it is divided among several of the actors.

– Article 10, because the institutional figure of the CAP is complex, difficult to implement, because it is not about infrastructure, it is about resources.

– Article 60, which is the one that corresponds to the Adres, an institution that does not have the capacities according to the representative.

At 8:27 p.m.: The board of directors separates the exhibited items into two blocks.

Articles 10, 12, 13, 14, 49, 53, 54, 60, 75, 135 are separated from the read block.

At 8:20 p.m.: Members of Congress give their opinion on the number of points that they plan to vote on.

The board of directors is requested to divide the previous articles into two blocks to group the points with which there is common agreement and separate them from those that are not. As said, to be able to reject only the articles that still cause controversy.

At 8:04 p.m.: Some of the topics of the articles with endorsed propositions are:

Primary health care PHC, structure and functions of primary care centers, comprehensive and integrated health networks, criteria and their organization and conformation; pharmaceutical managers and their registration in terms of research and technological advances; vaccines produced in Colombia, elimination of paperwork before Invima, linking workers in the health sector, the Mandatory Social Service, the transition regime and evolution in the health system.

At 6:40 p.m.: In the next block, articles with and without propositions will be voted on.

The previous ones were exposed with their final versions, since they include the observations that the congressmen have made throughout the day.

At 6:16 p.m.: Proposals without endorsement are voted on, for previously read articles: 7, 10, 14, 35, 37, 38, 39, 46, 48, 49, 50, 53, 54, 60,125.

As a result, the propositions are rejected with 13 votes against and seven for yes.

At 6:14 p.m.: “We are running out of articles and they reject the proposals,” says Andrés Forero.

Forero’s comment, in which he demonstrates the rejection of the modifications, arises because what the opposition has proposed (Liberal, Partido de la U and the Conservative) has been rejected.

It also reiterates how delicate the points discussed are, for example, article 10 in which it is explained that there will be family health plans, however, it points out that when putting theory into practice there will be chaos in health care.

At 5:43 p.m.: Articles with propositions without endorsement: 7, 10, 14, 35, 37, 38, 39, 46, 48, 49, 50, 53, 54, 60, 125.

Said amending proposals were presented by one of the following: Victor Salcedo, Gerardo Yepes, Armando Zabaraín, Carolina Giraldo and more signatures.

At 5:30 pm: Articles without propositions are voted on: 11, 18, 76, 93, 98,106, 116.

This block is approved with 15 votes for yes and six for no.

At 5:25 p.m.: Felix León Martínez, director of the Adres, responds in defense of the entity, because if the article is approved, this institution must transform and grow. For this reason, its entire function and its points of operation would be restructured.

In addition, it clarifies the function that the Adres performs today and begins by saying that there are no outstanding debts.

“You cannot pay if there is no budget,” he clarified and said that then the Ministry of Finance would be to blame. On the other hand, he assures that decentralizing the operation gives efficiency.

At 5:15 p.m.: Andrés Forero says that the Adres has not been a good payer due to the entity’s lack of “technical capacity”.

– “Adres has been a terrible payer because it does not have the technical capacity.”

– “Many corrupt people are going to sneak in and resources are going to run out early.”

– “It is not about not wanting a better flow of resources, but in the hands of the State that will not happen.”

– “Not all the EPS pay badly, the debts of the EPS with the IPS were 50 billion pesos and then they went out to correct that they were 23, of which 64% are from the current portfolio.”

At 5:07 p.m.: Alfredo Mondragón denounces that article 76 protects the businessmen of the private sector clinics.

“The debts of the EPS exceed four trillion pesos that lead to a labor tragedy for health personnel. More than 12 trillion pesos are owed against the clinics. The superintendent says that ‘ASMED health is the fifth EPS with the highest number of complaints in the subsidized regime’, while they have wads of bills on the roof”.

At 5:00 pm: The articles without proposition are voted on: 9, 11, 18, 76, 93, 98, 106, 116. With 15 votes for yes and 6 for no, these articles were approved.

The minister intervened to say that “we are fighting for the EPS to recognize 80% and leave an audited remainder and, based on this situation, the IPS could have a cash flow. In this system we began to pay in three months, we went to 180 days and we don’t even pay anymore. The IPS feel overwhelmed and illiquid, while the EPS are rigorously paid, they don’t pay the IPS.”

At 4:40 p.m.: Articles with elimination proposals are read. They are: 10, 14, 49, 50, 53, 54, 60, 75, 76, 125, 135. With 17 votes for no and 3 for yes, the propositions have been denied.

At 4:20 p.m.: The articles with the propositions not endorsed are announced, within those those of the ‘U’ party: 6, 9, 11, 12, 13, 18, 21, 27, 31, 40, 75, 76, 79, 93, 94, 98, 99, 105, 106, 109, 110, 116, 121, 135 and 139. With 19 votes for no and 2 for yes, the unsupported propositions have been denied.

At 3:20 p.m.: A block of 13 articles is announced, including some of the most critical: 3, 23, 52, 55, 61, 66, 73, 83, 84, 111, 118, 128, 129.

With 15 votes yes and 5 no, this block of articles is approved.

At 2:20 p.m.: Articles with endorsed propositions were read. They correspond to: 63 and 136. With 15 votes for yes and 6 for no, these articles do pass.

In this block of articles, topics such as support for Primary Care Centers (CAPS) of integrated and comprehensive health networks of medium complexity and the change in the name of State social enterprises that will be renamed State Health Institutions stand out. .

At 1:50 p.m.: The articles were announced due to unsupported propositions. They are: 1, 2, 3, 14, 22, 55, 57, 59, 67, 83, 84, 129. With 15 votes for no and 5 for yes, they denied the unsupported propositions.

At 1:00 p.m.: Articles with elimination proposal: 1, 3, 14, 17, 22, 26, 51, 55, 56, 57, 58, 59, 63, 66, 67, 77, 78, 80, 82, 83, 84, 117, 129, 136 and 137. With 16 votes against and only 4 in favor, the elimination proposals are denied.

At 12:30 p.m.: Articles with endorsed propositions were put to a vote. These correspond to: 8, 45 and 86. With 15 votes for yes and 4 for no, they do pass.

At 12:20 p.m.: The articles without propositions were voted on: 5, 15, 16, 28, 29, 32, 33, 34, 41, 42, 47, 85, 87, 90, 92, 114. With 15 votes yes and 4 no, these articles were approved.

At 11:40 a.m.: Articles with suppressive propositions were read. These are: 4, 15, 16, 31, 34, 35, 37 and 85. With 14 votes for no and only 4 for yes, the suppressive propositions are denied.

At 11:21 a.m.: The articles with unsupported amending proposals were read, this means that the proposals to the articles are going to be voted on: 6, 7, 28, 29, 32, 33, 41, 42, 45, 46, 47, 86, 87 , 90, 92, 114. With 19 votes for no and only 2 for yes, the propositions are denied.

Thus, these articles will be voted as they came in the paper.

At 10:30 AM: The filed propositions were read and were also approved by the members of the Commission.

Today there is a quorum, so the discussion will continue.
