ECLAC specialists hold a workshop on toolboxes for the design of a comprehensive public policy

Specialists from the Latin American and Caribbean Institute for Economic and Social Planning (ILPES) of the Economic Commission for Latin America and the Caribbean (ECLAC) provided technical assistance on toolboxes for the design of a comprehensive public policy with a focus on territorial cohesion, risk management, environmental sustainability and gender, aimed at public officials in the Dominican Republic.

The workshop “Toolbox for the design of a comprehensive policy”, held from April 12 to 14, 2023 and aimed at 28 institutional planning collaborators from the Ministries of Economy, Environment and Women, was organized in jointly by ECLAC’s ILPES and the Ministry of Economy, Planning and Development of the Government of the Dominican Republic.

The opening of the workshop included welcoming remarks by the Vice Minister of Planning and Public Investment, Luis Madera Sued, who highlighted the importance of the bilateral agreement between the Ministry of Economy, Planning and Development and ECLAC.

He specified that “the toolbox for the design of comprehensive public policies with transversal approaches will be placed as a regional public good, which can be replicated by similar institutions in other countries in the design of their public policies.”

The two-day workshop made it possible to reflect collectively on the validity of the instrument presented by ILPES for the reality of the Dominican Republic and to propose changes to the toolbox based on the country’s needs.

The methodology of the workshop included a first stage of a conceptual and normative approach for the creation of public policies, to then continue with the diagnosis and design stage, as well as the implementation, monitoring and evaluation phase. The workshop was led by specialists from ECLAC, Alicia Williner, Luis Riffo and Joaquín Tognoli.

Prior to this workshop, and with the aim of highlighting the importance of strengthening capacities in terms of public leadership and collaboration to face the complex problems associated with a more inclusive and sustainable development, on Wednesday, April 12, the conference “Leaders Collaborative and new public service: the challenge of the new public administrations in the Latin American and Caribbean region” by Luis Riffo.

This activity was organized by the Training Center for Planning and Public Investment of the Ministry of Economy, Planning and Development, and was attended by 30 people. The instance made it possible to share with public officials a theoretical framework referring to the construction of collaborative public leadership in the development processes of the territories.
