This Wednesday, December 14, the Economic Commission for Latin America and the Caribbean (ECLAC) organized, together with the Ministry of Productive Development of the Government of Tucumán, the Institute for Productive Development of Tucumán (IDEP) and the Secretariat of Industry and Development Production of the Ministry of Economy of the Nation, the discussion workshop and multilevel work table called “Productive dynamics in the province of Tucumán: guidelines for a transformation based on knowledge and the addition of value”.
The activity, whose purpose is to exchange and validate with provincial referents the matrix of activities surveyed in Tucumán and incorporate comments and suggestions to the productive guidelines, was carried out within the framework of the project “Productive development and spatial heterogeneity in Latin America: institutions and development of capacities in the programming and implementation of regional productive policies”, coordinated by ECLAC in that country, together with the Secretariat of Industry and Productive Development of the National Ministry of Economy, with support and financing from the European Union.
The meeting began with words of welcome from Martín Abeles, director of the ECLAC Office in Buenos Aires, and included the participation of Roberto Martínez, General Manager of the IDEP of Tucumán, and Guadalupe Romero de Escalada, Coordinator of the IDEP Commercial Intelligence Area. , in addition to other officials of this institution.
During the second part of the workshop, the results of the field work were presented: “Productive dynamics in the province of Tucumán: guidelines for a transformation based on knowledge and added value”, by Mariana Minervini, representative of ECLAC and Guadalupe Romero from Climbing. This work has made it possible to generate an agenda of productive activities with development potential in the short, medium and long term, based on 14 interviews with public, science and technology, productive sector and university organizations.
This articulation between the province and the Nation, with the support of ECLAC, allowed ordering a matrix of productive activities with potential in three axes. The first is related to the increase in productive efficiency in traditional sectors with historical productive capacities that have room to improve their quality, such as lemon, sugar, fruit, vegetables, livestock, and viticulture.
The second axis is the related diversification of sectors that are productively and technologically close to the existing ones and that allow the creation of new capacities. Here the food, metal-mechanic, textile, transportation, biofuel and tourism industries stand out. Meanwhile, the third axis is linked to the identification of emerging sectors such as bioplastics, computer services, the cannabis industry and vegan products, among others.
Based on these axes, a series of opportunities and challenges have been identified that would allow, among other actions, to incorporate new technologies, improve management and quality processes, diversify the provincial energy matrix, enter new differentiated markets, greater associativity between sectors production, better solve certain R&D requirements, increase the training of human resources and improve investment capacity.
From this workshop and validation table between territorial actors involved in the productive transformation of this province, modifications will be made to the document presented to obtain a final version and from this to be able to strengthen the lines of work in progress to take advantage of the opportunities of this territory and face the main challenges of productive development.
