LEADERSHIP, TERRITORIES AND CITIZENS: Fundamentals for a new public service

I. General objectives

The purpose of the course is to highlight the importance of collaborative public leadership (LPC) styles as determinants for the construction of more inclusive territories, incorporating LPC elements in planning processes and territorial public policies.

II. Specific objectives

  • – Discuss the context of multiple global crises (economic, social, environmental, health, and political), their territorial impacts, and the challenges posed to public action.
  • – Know the importance of collaboration in a world of shared power and complex public problems.
  • – Develop a conceptual framework on collaborative public leadership and citizenship as the foundation of the New Public Service paradigm.
  • – Apply conceptual elements of collaborative public leadership to territorial cases.

COURSE DURATION

The course lasts for five weeks, with an estimated workload of 10 hours per week plus 10 hours for the completion of the final project. It is an asynchronous course so the activities can be distributed at the discretion of each participant. However, there will be one synchronous session and one workshop each week, which will be mandatory.

The course design is configured with a set of pedagogical resources and teaching activities that each participant must carry out mainly in a self-instructional mode.

COURSE METHODOLOGY

The Course will be developed with a dynamic that will combine empirical evidence, theoretical and conceptual elements, together with the development of applied exercises. Three axes structure the Course:

– The first refers to the context of multiple global crises that the region is experiencing and the challenges for territorial public policies.

– The second focuses on the role of public participation and leadership required to promote collaborative actions for the development of inclusive territories, as the foundation of a New Public Service.

– The third focuses on applied exercises of collaborative public leadership to cases of complex public problems.

APPLICATIONS

If this is your first application to an ILPES/ECLAC course, the first step will be to register in the system, attaching your Curriculum Vitae and a signed endorsement letter from your
institution, reflecting the importance that the training action of the course has for that institution. The second step is to apply for the course with your username and password. If you are already registered in SIGCA, you only have to enter with your username and password and then apply for the course.

This marks the beginning of the selection process for the applications that will be received until March 13, 2023. Information received after this date will not be considered in the selection process. Between March 13 and 17, 2023, confirmation of acceptance to the course will be sent via email to those who have been selected, by the selection committee. People who have received this email must confirm their participation in the course before March 24, 2023.
The non-confirmation of participation will lead to integrate more applicants who meet the requirements to participate in the course.
