How to fill out the I-134 form for the new ‘parole’ for Venezuelans from the US?

The US Department of Homeland Security this week launched the application process for the parole humanitarian permit for 24,000 Venezuelans, known as a humanitarian permit.

Among the essential steps that applicants and their sponsors must know to apply for this new parole is fill the I-134 form, Statement of financial supportaccording to the instructions that the North American federal government has disclosed.

You must fill it out online who wishes to sponsor the potential beneficiaries from the US. In that form, individually, the full name and information of each beneficiary must be included, that is, an I-134 form for each one, even if they are minors.

Create an account with USCIS

To complete Form I-134, the sponsor must create a personal account on the USCIS website, registration of which will be required before starting the process. You must have a personal email address in order to comply with the process.

Then, when entering the data in the account, several boxes will appear at the bottom and, there, the option to “fill out a form online” clearly appears.

Adobe Reader is recommended

To view, print, or fill out Form I-134, the US government recommends having the latest version of Adobe Reader. This program can be downloaded for free at this address online.

What if I don’t have internet?

It is also possible to fill out the I-134 form in writing in its printed version if you do not have Internet access. To do this, you must call +1 (800) 375-5283 from the USCIS help center so that it can be mailed to the address indicated by the applicant/sponsor. The telephone service operates in both English and Spanish.

Eight sections on the web

The I-134 form has eight sections. The first is basic information about the immigration program. Then, the data and financial specifications of the sponsor are entered, to later do the same with the beneficiary (one at a time).

Subsequently, the form must include the “evidence” of economic solvency, additional information and, finally, the option to review the information entered before sending it.

Beneficiary data

The first step is to select the box to indicate who is filling out the return: the first is for the beneficiary; the second, if it is the sponsor.

The second part is the beneficiary information: your legal name as listed on your birth certificate or name change document; birth date; the gender; your immigration registration number issued by USCIS or the Department of Homeland Security; place of birth; country of nationality; marital status; the physical address of residence; the “anticipated” date of beginning and end of the stay in the United States; the income the beneficiary will receive (may be written “0 dollars” if no income will be received).

In addition, it is necessary to specify the assets that will be available to the beneficiary in the anticipated period of their status. In that section, only assets that can be converted to cash within 12 months and that will be used to support the beneficiary while in the United States should be included.

The net worth of the beneficiary’s home may be included as such. The net worth of the beneficiary’s vehicle cannot be recorded, unless he has more than one, nor can assets belonging to the person who will support the applicant.

The sponsor must have “sufficient financial resources”

USCIS specifies that the person sponsoring must have “sufficient financial resources or financial support to pay for the expenses during the temporary stay” of that applicant.

The sponsor must provide the US federal government with “evidence” that it has that financial possibility. The absence of these tests is a relevant negative factor that could lead to the denial of the humanitarian permit.

USCIS, however, warns in its instructions on the I-134 form that “a beneficiary could introduce it in his own name”.

Sponsor Information

The person who agrees to provide support to the beneficiary of the new migration plan for Venezuelans must include their full legal name; your immigration file identification number; her immigration status (proof must be attached); and goods, in the same terms of the section dedicated to the information of the potential beneficiary.

Each statement on Form I-134 must be properly signed and submitted. USCIS will not accept stamped or written names in place of a signature. A legal guardian could sign on behalf of a mentally incompetent person, says the instructions.

If the petition is not signed or the signature is invalid, USCIS will reject the petition.

Possible appointment for biometric services

USCIS may require the applicant to appear for an interview appointment or to provide their biometric records (fingerprints, photograph, and signature) at any time to verify their identity, obtain additional information, and perform a background and security check, which will include a verification of your criminal history by the Federal Bureau of Investigation (FBI) before making any decision on the application.

USCIS will advise of the need for an appointment for biometric services to be determined once it receives the petition and makes sure it is complete. Originals or copies?

USCIS authorizes the submission of legible photocopies of legal documents, unless the instructions specifically state that they must be originals. The request for original documents can occur at any point in the process.

Type of “evidence”

The evidence to show that there is sufficient income or financial resources to support the beneficiary or oneself in the United States that must be submitted are: a statement from a bank agent or financial institution with deposits, identifying the date the account was opened, the total deposited last year and your current balance; a statement from your employer specifying the date and nature of the employment, the salary and whether the position is temporary or permanent; a copy of the tax return from the federal government, or a list containing the numbers and denominations of bonds, if available.
