The ruling marks the fifth labor investigation to be concluded under the regional trade agreement that also includes Canada.
The United States requested a review of the facility, located in the Mexican border city of Piedras Negras, in July after activists alleged the company interfered with workers’ ability to choose their union.
Michigan-based VU Manufacturing did not immediately respond to a request for comment.
The United States Trade Representative (USTR) on Wednesday lifted the suspension of the liquidation of assets of the plant and said in a letter that a condition of the trade agreement had been met.
