The Minister of Foreign Affairs of Peru, César Landa, does not see signs of instability in his country in the face of the investigation process that the Supervisory Commission of Congress has opened against President Pedro Castilloto which his caucus Peru Libre has asked to resign from the leftist political institute and leaves open the possibility of supporting an eventual dismissal of the president.
The foreign minister told the voice of americaduring a visit to the headquarters of the Organization of American States (OAS), in Washington DC, that the democratic institutionality of Peru guarantees “stability and governability”, even in processes of dismissal of the heads of the Executive, as has happened in previous processes .
“Democratic governance in Peru has been maintained for more than 20 years, and like any democracy that is becoming stronger, there are stages in which there are uses, but there are also excesses in terms of the demands made by the opposition (…) That has not It meant that Peru continues to function, nor now, no matter how much there is an investigation and complaints, stability and governance in favor of well-being”, said the Andean country’s foreign minister.
Incriminating inquiries against the president
President Pedro Castillo is facing an investigation process after a Congressional Oversight Commission linked him to a corruption plot in which at least 18 of his close associates, including government officials and family members, would participate, according to the document to which they have had access to the main newspapers in the country.
The robustness of the investigation would have led the bench of the party that brought him to power -Peru Libre- in July 2021, to ask him to resign from the political institute, under penalty of expelling him if the president ignores the request that the caucus would have agreed on Wednesday.
The 363-page document includes -according to the newspaper Trade– “Constitutionally impeach the president” for four cases that have led to acts of possible corruption and other illicit acts.
These also include promoting promotions in the ranks of the Armed Forces that did not meet the requirements of the military establishment to be promoted, but because of their proximity to the president they jumped the fence of military requirements.
“It was also arranged to send a copy to the Office of the Attorney General so that investigations can be carried out or continue with those that are already underway against characters close to the head of state,” according to the media, which had access to the document.
The cases of corruption would be aligned with the contracts of construction companies and bribes that public officials would have received, among them the former Minister of Transportation and Communications, Juan Silva, who is a fugitive; the former secretary of the presidential office, Bruno Pacheco, also a fugitive; in addition to relatives of the president who have escaped when the investigations were opened.
In view of social outbreaks given in neighboring countries Like Ecuador, which includes governance and social discontent, Foreign Minister Landa believes that in his country there is a social composition that absorbs political problems quite smoothly without reaching chaos.
The official told VOA that President Castillo remains open to criticism and observance of the process, and that during his mandate he has shown maturity for stable governance of the country in all areas, such as economics, although he recognizes that there are many challenges. “Certainly we have to work in the social and security spheres as in many countries in the region,” said the head of Peruvian diplomacy.
Peru will host 52nd. OAS General Assembly
The Peruvian Minister of Foreign Affairs went to the OAS headquarters on Thursday to present his country’s official position to the hemispheric organization to host the 52nd General Assembly of the hemispheric organization to be held from October 4 to 7.
Foreign Minister Landa said that everything is planned for the main event of the OAS that hosts the annual meeting of foreign ministers and their delegations where the lines of work of the organization for the moment in the hemisphere are defined.
This year the motto of the General Assembly is “Together against inequality and discrimination”, in which they plan to analyze the challenges of the region to end the impact left by the Covid-19 pandemic both in its public health systems , such as economic recovery and social exclusion, among others.
The permanent missions to the OAS, as well as Secretary General Luis Almagro, also offered contributions to make the meeting in Lima an opportunity to direct solutions to the acute problems of the region.
