The Congress of Deputies has approved the acquisition of 550 “new smartphones” for its members. The tender for the acquisition of new terminals for members of the Congress of Deputies is published in the state contracting website.
If we take a look at the requirements that the honorable Members have imposed for the acquisition, we see that they correspond exclusively to Apple smartphones (iOS 15 or higher as the operating system), and if we go into more detail, the A15 Bionic SoC, the OLED Super retina or the lidar scanner required by the Deputies, we find that the only smartphone that meets these requirements is the iPhone 13 Pro.
Taking into account that there are 550 terminals, at the launch price of the 512 GB iPhone 13 Pro (1,509 euros) we would be talking about 830,000 Euros in Smartphones
The exact requirements, extracted directly from the PDF on the government website, are as follows:
- State-of-the-art device available from the manufacturer, equipped with a charger with the corresponding connection cable and wired headphones, both original, as well as a transparent protective cover and with the following characteristics:

- Operating system IOS 15 or higher.
- Capacity: 512GB.
- XD super retina display.
- 6.06-inch OLED display (minimum 6.1-inch and maximum 6.3-inch full-rectangle size).
- Resolution of 2,532 x 1,170 pixels at 460 p / p. -1000 nits brightness (typ. 1,200 in HDR). -Oleophobic anti-fingerprint cover.
- IP68 rating, in accordance with IEC 60529. -A15 Bionic chip. -5 core GPU. -Dual camera of 12 Mpx with wide angle and ultra wide angle.
- Optical Zoom Range x6.
- HEIF and JPEG image capture.
- Video recording in 4K up to 60 f/s.
- face recognition.
- LIDAR scanner.
- Network connectivity: -5G, FDD‑ LTE, TD‑ LTE, UMTS/HSPA+/DC‑ HSDPA and GSM/EDGE.
- WiFi 802.11ax.
- Bluetooth 5.0
- NFC with reading mode.
- Geolocation: GPS, GLONASS, Galileo, QZSS and BeiDou.
- FaceTime video calls via WiFi or mobile network.
- Voice calls via WiFi
In the same document, the purchase of Apple devices is justified because, as they say, they have developed various applications for “mobile devices with the IOS operating system.” They also explain that the reason these applications have been made on IOS is because they are the smartphones that they have previously awarded, reaching a situation of “whiting that bites its own tail” where, for practical purposes, no other manufacturer can enter than not be Apple.
