I. Context
Considering that the majority of international migration occurs within regions, Member States called on relevant subregional, regional and interregional processes, platforms and organizations, including regional economic commissions, and regional consultative processes to review the implementation of the Global Compact for Safe, Orderly and Regular Migration (GMP) at the regional level starting in 2020, and every four years thereafter.
The first review of the implementation of the PMM in Latin America and the Caribbean was carried out virtually in April 2021. The summary of the report served as the basis for the first Review Forum for International Migration (FEMI), held at the Headquarters of the United Nations in New York from May 17 to 20, 2022, and resulted in the unanimous adoption of the Declaration of Progress.
II. Scope
The International Organization for Migration (IOM), as Coordinator of the United Nations Network on Migration (UNNM), and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) co-chair the Regional Network for Migration in Latin America and the Caribbean – together with other members of the regional network – will collaborate to coordinate and support Member States in the 2025 Regional Review of the Global Compact for Migration (GMP), with the participation of interested parties relevant.
Specifically, the regional review will allow:
- Member States and other relevant stakeholders to evaluate the implementation of the GMP, seek opportunities to strengthen regional and interregional cooperation and challenges based on the results of the first round of Regional Reviews, as well as priorities identified by regional processes and initiatives .
- Member States and other relevant stakeholders to assess progress, challenges and opportunities in the implementation of the measures recommended in the Declaration on Progress of the International Migration Review Forum (IMRF).
- formulate key conclusions and recommendations that serve as a basis for the FEMI 2026.
III. Date and Organization
The 2025 PMM Regional Review Meeting will be held at ECLAC Headquarters in Santiago, Chile, from March 19 to 20, 2025.
The Regional Review Meeting will convene Member States and associate members of ECLAC, intergovernmental organizations, United Nations programmes, funds and agencies, as well as relevant stakeholders, including migrants, civil society, migrants and diaspora, religious organizations, local authorities and communities, the private sector, unions, parliamentarians, national human rights institutions, the International Red Cross and Red Crescent Movement, academia and the media.
The Multi-stakeholder Hearing will call on interested parties to contribute from their different perspectives to the objectives of the review, in line with the pan-social principle of the PMM.
The intergovernmental meeting will consist of an opening segment, a high-level panel on regular pathways, followed by four thematic GMP review sessions and a closing segment. The intergovernmental meeting will be open to all interested parties.
