Sudan’s paramilitary Rapid Support Forces have declared the creation of a parallel government in the country’s capital, Khartoum, in a decision that makes peace attempts to reach a ceasefire in a conflict between this group and the Sudanese Army that has completely devastated the African country in just over a year and a half.

The RSF has declared Abdulatif Abdullah al Amin al Hasan as “prime minister” of this so-called “civil administration”, which is accompanied by a “legislative council” made up of 90 members and headed by Nail Babiker Nail al Mak Naser, specifically aimed at development of “security, public services and the arrival of humanitarian aid,” according to the statement published by the newspaper ‘Asharq al Awsat’.

Al Mak Naser, in a subsequent press conference, explained that the declaration of this parallel government obeys the popular will of the people of Khartoum, who have assumed “a historic responsibility” by initiating “contacts with the leaders of the RSF”, in especially its top commander, Mohamed Hamdan Dagalo, alias ‘Hemedti’ to “call for a civil administration that can offer basic services.”

In additional comments reported by the newspaper ‘Al Mashad al Sudani’, “Prime Minister” Al Hasan added that this government responds to the needs of the “defenseless citizen, and in order to maintain security, provide basic services, build the community peace and provide and deliver humanitarian aid.

Al Hasn has also called on “professionals and technicians working in the state of Khartoum” to exercise “responsibility and immediately return to work to provide services to citizens.”

The RSF has announced this decision at a time when they are the predominant force in the state of Khartoum, especially in the capital of the same name and in the sister city of Khartoum North, as well as large areas of the city of Omdurman, also annexed to the capital. However, the Sudanese military forces began a major operation in September to recover the state and which has begun to bear certain fruit in recent weeks, according to the Sudanese portal Darfur24.

The Sudanese Government, which is actually a political extension of the Army led by General Abdel Fattá al Burhan, has unofficially transferred its operations to the city of Port Sudan, on the coast of the Red Sea and the main entry point for humanitarian aid. His authority in the state of Khartoum is extremely limited and there is a pseudo-governor who actually works in the town of Karari, near Omdurman, and with little access to the rest of the region.

The Rapid Support Forces had previously established civilian administrations in several areas under its control in the four states of the Darfur region in the west of the country, as well as in Gezira state.

The number of victims caused by the conflict is practically impossible to determine, especially in the Darfur region, where the war has reactivated intercommunal conflicts in remote areas where a spectrum of atrocities is occurring, according to international observers.

To give an example, a recent report from the London School of Hygiene and Tropical Medicine estimates that 61,000 people died in Khartoum from the start of the war in April 2023 to June 2024. Of these, 26,000 people died as a direct result of the violence and the rest due to the associated humanitarian crisis, according to the report, which notes that these estimates are enormously conservative and there is no way to verify them.
