The political scientist from the Universidad de los Andes, with an emphasis on economics and Latin American studies, and Senior Advisor for Strategic Affairs of the Oxford University Multidimensional Poverty and Human Development Initiative (OPHI), Andrés Rugeles, will visit next Thursday, November 28, 2024, the main headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, to present his book “Latin America: the vision of their leaders.”
The prominent academic and diplomat will be received by José Manuel Salazar-Xirinachs, Executive Secretary of the United Nations regional organization. The presentation will take place at 11:00 local time (UTC/GMT -3:00) and will be followed by a discussion on the future challenges of the region, which will feature the participation of prominent personalities, including Michelle Bachelet, former President from Chile and former United Nations High Commissioner for Human Rights; Juan Somavía, Ambassador and former Director General of the International Labor Organization (ILO); the Senator of the Republic of Chile, José Miguel Insulza; and the former Ministers of Foreign Affairs of Chile Antonia Urrejola, Teodoro Ribera and Mariano Fernández, as well as Ambassador Claudia Fuentes-Julio, among others.
The activity is organized by ECLAC and the Permanent Foreign Policy Forum, a Chilean entity created in 2019 to promote the broadest convergence around the basic principles of a State Foreign Policy, rescuing what has been a tradition of democratic Chile. and which is currently chaired by Carlos Ominami.
Andrés Rugeles graduated with a master’s degree in international political economy from the London School of Economics and Political Science (LSE). In 2023, he was a visiting fellow at the University of Oxford and completed advanced studies in negotiation and leadership at Harvard University. He is also a member of the Latin American Advisory Council of the firm Brennan & Partners.
Additionally, he is an associate member of the Latin American Center (LAC) at the University of Oxford, a member of the advisory board of the Global South Unit of the LSE, an affiliated international academic at Cornell University, and vice president of the Colombian Council on International Relations ( CORI), and fellow of the R&D Foundation.
He has also served as Ambassador and Alternate Representative of Colombia to the United Nations in New York; Secretary of Transparency of the Presidency of the Republic; Secretary General, Chief of Staff and General Advisor to the Presidency, and Representative in Argentina of CAF – Development Bank of Latin America and the Caribbean; Chief of Staff of the Minister of Foreign Affairs of Colombia; Chief of Staff of the Secretary General of the Andean Community, among others.
He regularly writes opinion columns and articles for national and international newspapers and media and is a member of the Editorial Board of Foreign Affairs Latin America Magazine and Latin Trade Magazine.
His book “Latin America: the vision of its leaders” is a reflection on the future of the region and the main challenges that it must face in six central axes: poverty and inequality; growth and productivity; environment; democracy; regional integration; and international insertion.
