Adafruit sells a kit called Adafruit RP2040 Prop-Maker Feather for just 20 dollars, which includes a controller board with the same processor as the Raspberry Pi Zero, a servo motor, and other elements.

In reality, the mechanism is very simple. It is a plastic box that contains the processor board, the servomotor, and the motion sensor.

The rotating part of the motor is connected to a wheel outside the box, where a metal antenna goes to which the paper or rubber bat is attached.

When the motion sensor detects a person, it starts the servomotor, which rotates and makes the bat fly. Since the antenna is flexible, it gives the sensation that the bat is flapping its wings.
