The Administrative Court of Cundinamarca declared the nullity of the article in Mayor Claudia López’s development plan that authorized the creation of the public transport operating company in 2020. La Rolita.

The ruling, which was issued by the First Section of the Court, also confirms the decision of the Sixth Administrative Court of Bogotá, which on January 19, 2022 annulled article 91 of Agreement 761 of 2020.
However, shortly after the development plan was approved by the City Council, lawyer Germán Calderón España sued said article and requested its annulment.

The district transportation operator was created as a mixed company and has a modern workshop yard in the capital and the country, located in the Perdomo sector, in Ciudad Bolívar, and a fleet of 195 electric buses, which began to operate gradually on September 10, 2022 on 11 routes that reach 17 locations.
The immediate effect of confirming the decision of the Sixth Court is that the creation of the company La Rolita is annulled, which has TransMilenio SA as its main partner, and which also operates, through an inter-administrative contract, the aerial cable of Ciudad Bolivar.
After learning of the decision, the former Secretary of Mobility of Bogotá Deyanira Ávila told EL TIEMPO that she regretted the decision due to the “impact it will have on the provision of public transport in the city”.
“We all know that La Rolita began to operate the provision of transportation service in two areas that were underserved and additionally has the operation of the cable”stated the former secretary, who highlighted that this district transportation operator is a La Rolita is a sustainable mobility project.
Ávila highlighted that it is a public company that “It is providing an essential service for the mobility of Bogotá within the framework of the integrated public transportation system. The complexity is not minor and it is one of the issues that TransMilenio as a managing entity will have to review now.”.

He said that there are more than 700 workers, “The majority are women, of whom 50 percent are mothers who head their families who, through this work opportunity, support their homes today.” He also indicated that the judicial decision has a social impact.
La Rolita is a transportation company qualified with level A (which provides outstanding service) and through its automotive part of 195 electric buses, it mobilizes an average of 54,000 passengers per day. Added to this are the 34,000 daily validations that the cable has.
