The Economic Commission for Latin America and the Caribbean (ECLAC) will hold its Fortieth sessionthe most important biennial meeting of this United Nations regional commission, where it will present its transformation proposal to advance towards a more productive, inclusive and sustainable development model in the region.
During the international meeting, in which authorities from the 46 member states and the 14 associate members of ECLAC will participate, as well as representatives of the United Nations system and non-governmental organizations, the countries will have the opportunity to debate economic development , social and environmental of the region, review the activities carried out by the Commission during the previous year and establish the priorities of the work program that will guide the future work of the Commission.
The meeting will be inaugurated on Wednesday, October 9 at 2:00 p.m. local time (UTC/GMT -5) by Dina Boluarte Zegarra, President of Peru; Amina Mohammed, Deputy Secretary-General of the United Nations (by video), and José Manuel Salazar-Xirinachs, Executive Secretary of ECLAC. Samuel Ortiz Basualdo, Ambassador of Argentina in Peru, will also participate in his capacity as representative of the country that holds the Presidency of the thirty-ninth session of ECLAC.
At the event, the Commission will present to the countries of the region the position document entitled Latin America and the Caribbean facing development traps: essential transformations and how to manage themwhich analyzes the current situation in terms of the three development traps in which ECLAC sees the region immersed: one of low capacity to grow; another with high inequality, low social mobility and weak social cohesion; and a third with low institutional capacities and weak governance.
In addition to these three traps, a decalogue of development gaps is identified, some of which are aligned with the three traps. And as for what to do, eleven major transformations are suggested that are considered essential to move towards a more productive, inclusive and sustainable development.
Of these, four have been selected for a more in-depth analysis in this report with emphasis on the hows: a) the great productive transformation to achieve higher, sustained, inclusive and sustainable growth; b) the great transformation consisting of reducing inequality and promoting inclusion and social mobility; c) the great transformation consisting of promoting sustainability and combating climate change, and d) the great transformation in terms of financing for development. Regarding these transformations, the document answers questions about which it offers analysis, guidance and directions on how to manage them.
Likewise, on the afternoon of October 9, a meeting of foreign ministers and high authorities from the member countries of ECLAC will be held, which will focus on discussing the results of the Future Summitwhich was held on September 22 and 23, 2024 within the framework of the 79th session of the United Nations General Assembly, and on its follow-up. The ECLAC session will be the first opportunity in which the countries of the region can discuss the regional implementation of the Pact for the Future, the Global Digital Pact and the Declaration on Future Generations and how the proposals can contribute to this. of ECLAC.
The authorities will also participate in a high-level seminar made up of four thematic tables that will address four of the eleven essential transformations identified: how to achieve higher, sustained, inclusive and sustainable growth; how to reduce inequality and promote inclusion and social mobility, how to promote sustainability and confront climate change; and how to mobilize financial resources for development.
The meeting will mark the beginning of the exercise of the presidency of ECLAC by Peru, which will extend until the next period of sessions (in 2026), and the end of the current presidency, held by Argentina (due to the fact that it has been the host country of the 39th session, held in Buenos Aires in 2022).
