The President of Vietnam, To Lam, granted an amnesty this Monday to 3,700 prisoners, including 20 foreigners, two of them Americans, on the occasion of National Day and Capital Liberation Day, which will come into effect on October 1.
The Vice Minister of Foreign Affairs, Do Hung Viet, specified in a press conference that the measure has been granted to around twenty foreigners: nine Chinese, three Laotians, two Cambodians, two Americans and other countries, according to VN Express.
These people “have committed crimes of murder, smuggling, organizing gambling and organizing people to remain illegally in Vietnam.” The Ministry of Foreign Affairs will send diplomatic notes to the delegations of the countries involved to coordinate the reception and implementation of the conditions and procedures.
The ‘number two’ of the president’s office, Pham Thanh Ha, has said that this amnesty demonstrates the tradition of kindness, tolerance and leniency of the party and the state towards criminals who “have really reformed well.” Thus, he has considered it an opportunity for each prisoner to reflect on their mistakes and “resolutely abandon their past sins” to become “useful” citizens.
