Venezuelan Supreme Court President Caryslia Rodríguez and three military chiefs are on the list of 16 new officials sanctioned this Thursday by the United States Department of the Treasury.
Who are they?:
Caryslia Beatriz Rodriguez
Caryslia Beatriz Rodríguez is a lawyer and president of the Supreme Court of Justice (TSJ) since 2024. She has also headed, since 2022, the Electoral Chamber, which decided on the legality of the presidential vote on July 28.
She was sworn in by the President of Parliament, Chavista Jorge Rodríguez.
In 2018, she was elected as a councilor for the Libertador municipality in Caracas, representing the ruling party PSUV. During her political career, she expressed her commitment to the governments of Hugo Chavez (1999-2013) and Nicolás Maduro.
Antonio Meneses Rodriguez
Meneses Rodríguez has been the general secretary of the National Electoral Council (CNE) since August 2023.
He was a signatory of the document from the Comptroller General’s Office that confirmed the political disqualification of opposition leader María Corina Machado, in June 2023.
Dinorah Bustamante Gate
Dinorah Bustamante is a military prosecutor at the Specialized Court of First Instance of Venezuela, an office within the General Directorate of Military Counterintelligence.
During his career he has handled numerous political cases.
On June 29, 2020, the European Union (EU) announced that 11 individuals would be added to the sanctions list, including Dinorah Bustamante.
Pedro Infante Aparicio
Pedro Infante, 41, first vice president of the National Assembly. In January 2024, he set up a commission to investigate the opposition leadership, which he accused of participating in the “plundering” of Pdvsa’s subsidiary in the United States, Citgo.
Sunday Hernandez Larez:
Domingo Hernandez Lárez is a Venezuelan military officer with the rank of General in Chief. Strategic Operational Commander of the Bolivarian National Armed Forces (CEOFANB), since July 2021.
He was also Commander of the Strategic Region of the Capital for Comprehensive Defense. Hernández was denounced by a human rights defender in 2019 following increased repression by intelligence and security agencies in the areas under his control.
Elio Estrada Paredes:
Elio Estrada Paredes, 56, holds the rank of major general. He has been commander of the Bolivarian National Guard (GNB) since July 2023.
Estrada heads the Anti-Terrorist Directorate of the GNB, which carries out intelligence work to detect and capture those involved in alleged destabilizing plans and other crimes.
Johan Hernandez Larez
He has been commander of the Capital Strategic Comprehensive Defense Region (REDI) of the GNB, since July 2023.
Larez was previously a major general of the Miranda State Comprehensive Defense Zone, or Miranda State Comprehensive Defense Operational Zone, commonly known as ZODI Miranda State.
Asdrubal Brito Hernandez
Director of Criminal Investigations of the General Directorate of Military Counterintelligence (DGCIM). Brito was previously the director of counterintelligence of the presidential detachment.
Miguel Antonio Muñoz Palacios
Deputy Director of the Bolivarian Intelligence Service, since 2021.
Antonio Figueroa Arizaleta
Judge of the Supreme Court of Justice (TSJ) since 2014. Currently serving in the Constitutional Chamber of the Court. He also served as a judge of the Political Administrative Chamber of the TSJ.
Figueroa participated in the TSJ’s technical review of the CNE. In 2019, Canada sanctioned Figueroa for undermining democracy.
Malachi Gil Rodriguez:
Magistrate and president of the Political-Administrative Chamber of the TSJ, since 2022. He was also vice president of the Electoral Chamber of the TSJ; he has held a position in the judiciary since 2010. In 2018, Canada sanctioned Gil for corruption and violation of human rights.
Juan Carlos Hidalgo Pandares
Vice President of the Political Administrative Chamber of the TSJ since 2022. Previously, Judge Juan Carlos Hidalgo served as a general of the GNB and attorney general of the army.
Fanny Marquez Cordero
Vice President of the TSJ and member of the Electoral Chamber. Márquez was among the officials of the Electoral Chamber who supervised the technical evaluation process of the evidentiary material presented by the CNE, political organizations and former candidates who participated in the presidential elections of July 28, 2024.
Edward Briceno Cisneros
He is a special judge of the First Court of First Instance with jurisdiction over terrorism. Briceño issued an arrest warrant against opposition candidate Edmundo González.
Luis Duenez Reyes
He is a prosecutor for the Public Ministry (MP). In his position, Duenez issued the official request for the arrest warrant against opposition presidential candidate Edmundo González, which was later issued by Briceño.
Rosalba Gil Pacheco
Principal Rector of the CNE. She served as president of the organization’s Civil Registry and Electoral Commission since 2023. She also served as secretary of the ruling National Assembly.
