The Government has cooled the agreement with the PP to renew the top management of the Bank of Spain and for the moment the Minister of Economy, Trade and Business, Carlos Cuerpo, will not appear in Congress to announce the people who will occupy the positions of governor and deputy governor.

Specifically, sources from the Ministry of Economy confirmed to Europa Press that the Executive “continues to dialogue” with Alberto Núñez Feijóo’s party to renew the institution, but that there is still no agreement to elect the replacements for the now ex-governor Pablo Hernández de Cos and the still sub-governor Margarita Delgado, whose term ends in September.

Article 24 of the Bank of Spain’s Autonomy Act establishes that before appointing the governor, the Minister of the Economy must appear before the relevant committee of Congress to announce the person proposed for the post.

Initially, the possibility of this appearance being scheduled for this Thursday had been considered, but in the end this will not be the case. Once the name of the new head of the Bank of Spain has been agreed, he will be appointed by the King via a royal decree of the President of the Government, without the need for him to go through the Council of Ministers.

The Bank of Spain has been without a governor since June, when Hernández de Cos concluded his term. Margarita Delgado is now in charge of the institution’s interim governance, but her term ends in September.

BODY WANTS THERE TO BE A GOVERNOR ON THE 18TH

Although he says there is still time until September, Carlos Cuerpo wants the new governor to be known on July 18, when the European Central Bank (ECB) will meet to decide on the future of interest rates.

But the timing depends on how the talks progress with the PP, which after reaching an agreement to renew the General Council of the Judiciary (CGPJ) is involved in negotiations to renew the Bank of Spain.

However, the PP has not revealed how these talks are progressing: “Within the framework of the talks we will make progress on whatever we need to make. When there is an agreement, this will be what we have to communicate,” said the party’s general secretary, Cuca Gamarra, recently.
