The Online Seminars “Towards sustainable and inclusive tariff regulation in El Salvador” constitute an integral part of the national technical assistance provided within the framework of the ROSA project. Throughout four sessions, scheduled for the months of May and June 2024, a detailed analysis of the technical and theoretical aspects of tariff regulation will be carried out, exploring its application in the Salvadoran context.
The second session of the Online Seminar, led by Ms. Silvia Saravia Matus, Economic Affairs Officer of the Water and Energy Unit of the Natural Resources Division of ECLAC, together with her team of experts, took place on the 17th of May. Representatives from various national counterparts participated in this session, including the Salvadoran Water Authority (ASA) and the National Administration of Aqueducts and Sewers (ANDA).
The session, titled “Alternatives for calculating service costs”, aimed to offer options for calculating service costs, in order to ensure its viability and sustainability. It began with a review of the calculation of the costs of services, addressing aspects such as base costs, the reference period, the deadline and sources of information. Then, the incorporation of service goals and efficiency criteria was addressed, ending with the exploration of the Economic Level of Loss methodology, through examples and interactive exercises. The session recorded high participation and exchange.
