New week, new Saturday and, indeed, new restrictions of the Not on Saturday Circulation Today. And, we remember, the Hoy No Circula program has its own rules within the active anti-pollution plan in Mexico.
But… to understand all this, we first have to be clear about everything that the Hoy No Circula program entails, why it is launched and what its objectives are or what measures have been taken to move it forward. The ultimate goal: reduce pollution and improve the quality of the air we breathe.
This project is designed by the CDMX Environment Secretariat (SEDEMA) and with it you are forced to leave some cars at home, at least one day at home. In this way, it is about reducing the volume of polluting emissions present in the air with rigid rules that change slightly on Saturdays.
It must be taken into account that this project is applied in the 16 municipalities in Mexico City and in the following suburban municipalities of the State of Mexico:

- Coacalco de Berriozábal
- Cuautitlan
- Cuautitlán Izcalli
- Chalco
- Chicoloapan
- Chimalhuacan
- Ecatepec de Morelos
- Huixquilucan
- Ixtapaluca
- Peace
- Naucalpan de Juárez
- Nezahualcoyotl
- Nicolas Romero
- Tecámac
- Tlalnepantla de Baz
- Tultitlan
- Chalco Valley
What cars and license plates does Hoy No Circula Saturday affect?
With the above clear, which cars have to stay at home and which can move freely? As you can read in the infographic above, they are not always required to refrain from leaving home.
Thus, every working day some cars are prohibited from leaving home. This restriction only applies between 05:00 and 22:00 hours. At night mobility is free. These restrictions, however, change on Saturdays and that is why we review what particularities exist these days.
Some of them will be forced to rest on Saturday, others will be able to bypass these restrictions and, depending on the hologram, a car may be prohibited from moving all Saturdays. And, as we say, it will be the hologram number and the license plate number that define whether the car has to comply with the restrictions or not.
So, the first thing we have to take into account is what hologram our car has. Those with hologram two, for example, are obliged to rest every Saturday of the month. In this case, it does not matter what license plate number you have, those with hologram two have to comply with this prohibition no matter what.
If, on the other hand, our car has a hologram, one will rotate. In this case, they will have to stay home every other Saturday. In this case, speaking of Saturday April 20th (third weekend of the month) cars with plates ending in an odd number will have to rest.
As we said, these restrictions only apply between 05:00 and 22:00. At night, mobility is free. The rest of the day, those with hologram two (regardless of their license plate number) and those with hologram one ending in an odd number, only cars with the following conditions may move:
- Those with hologram 0 and 00
- Those that run on electricity, natural gas or are hybrids
- Those who have a disabled license plate
- All those dedicated to urban transportation services (includes funeral homes)
- Those that offer school or passenger transportation
- Those intended for public safety and/or civil protection
If you fail to comply with these restrictions, the fine will be 20 to 30 times the Unit of Measurement and Update (UMA), equivalent to 1,924.40 pesos And till 2,886.60 pesos.
