Through a document sent to the representative Jennifer Pedrazathe Government recognizes that although the allocation of resources from the General Royalties System to promote scientific research and innovation is one of the highest in history, The approvals stand out for quite the opposite.
This report begins by saying that “Open public and competitive calls have allowed us to improve participation and dynamization of the CTI allocation of the SGR. Starting from the 2021-2022 biennium, the allocation for CTI has been 10% in real terms and it is relevant to highlight that the 2023-2024 biennium presents the highest allocation for this item for a total of $2.99 billion pesos.

He then explains that “The approvals of the allocated resources have improved compared to the previous scheme,” adding that “After the reform to the SGR in 2019, the resources approved in the period 2019-2023 have exceeded those in the period 2012-2018 by more than 30%.” However, when looking only at the 2023 execution, this barely reaches $130,000 million.
In the graphs attached by the DNP it can be seen that this figure is the lowest in recent years, surpassed only by 2016 ($50,000 million). It should be noted that for the year 2022 this figure of allocations reached $849,000 million and the highest point seen in the data is that of 2020, with $1.1 billionAccording to the government.
