ECLAC initiates technical support to the government of the Dominican Republic in matters of Governance and Digital Government

The Economic Commission for Latin America and the Caribbean (ECLAC), through the Latin American and Caribbean Institute for Economic and Social Planning (ILPES), began today a technical support to the government of the Dominican Republic in matters of Governance and Digital Government.

The technical assistance will imply, among other aspects, establishing the structures and processes that ensure that the country’s digital government strategy is aligned with the strategic objectives of the government, articulating public policies among the actors involved that allow the creation of public value by properly managing risks and opportunities. and optimizing available resources through the rational use of digital technologies.

Pedro Quezada Cepeda, General Director of the Government Office of Information and Communication Technologies (OGTIC) of the Dominican Republic, and Armando Manzueta, Director of Government Digital Transformation of that country, participated in the accompaniment ceremony. On behalf of ILPES/ECLAC, Valeria Torres, Officer in charge of the Public Management and Open Government Area, Alejandra Naser, specialist in Digital Government and expert consultant Francisco Méndez spoke.

Both the Director General of the OGTIC, Pedro Quezada Cepeda, and the Director of Governmental Digital Transformation, Armando Manzueta, thanked the support provided by ILPES/ECLAC and committed their teams to work to achieve the objectives set in this phase of the program.

For her part, Valeria Torres from ILPES/ECLAC, stressed that Digital Government is no longer optional, but has become a fundamental component of good governance, of the development of public policies for development and acquires great importance in the relationship between government and people.

Alejandra Naser, meanwhile, stated that the pandemic caused by COVID-19 has exposed the need for governments to have different digital strategies and initiatives to respond to the needs of citizens.

He added that guaranteeing online services and access to quality data depends on the degree of maturity of the digital government of each country and specified that both policies and legal instruments as well as institutions play a very important role in achieving this objective.

Finally, Francisco Méndez pointed out that in order to achieve good digital government, governance that contains and encompasses the digital is needed, and that articulates actors, policies, resources, and relationships that make the implementation of digital government strategies and programs feasible.

The technical support will have an initial duration of three months, during which an information survey will be carried out and a work team will be formed with middle-high management managers from at least 12 public institutions that provide direct or indirect services to citizens, with in order to gradually configure the institutional, legal and technical framework that will serve as the basis for identifying the modernization strategy of governments in order to create public value.
