On March 16 and 17, 2023, the Natural Resources Division (DRN) of the Economic Commission for Latin America and the Caribbean (ECLAC) organized the “Training on the methodology of production statistics, use of water and energy in the copper mining in Chile and projections of production, demand for water and energy”, as a space for strengthening the technical capacities of officials from mining institutions in Argentina, Chile, Ecuador and Peru. The workshop was held at the ECLAC headquarters in Santiago de Chile and focused on the transfer of statistical data collection on the use of water and energy by mining companies and on the methods for projections of production and use of these resources developed by to the COCHILCO of Chile.
The event continued the workshops on “Methodological exchange of mining statistics between Chile and Peru”, held in Lima in May 2019 and at the COCHILCO and ECLAC facilities in Santiago, Chile, in March 2020.
The workshop was held within the framework of the Regional Cooperation program for the Sustainable Management of Mining Resources in the Andean countries -MINSUS/BGR and is part of the South-South cooperation activities between the MINEM of Peru and COCHILCO of Chile.
pram annually publishes statistics on the use of water and energy in copper mining at the national level, including the sources of water and energy, the reuse of water, the processes with the greatest demand for these inputs and the projection of water and energy consumption; additionally, it estimates the greenhouse gases generated by mining, data that serve as input to determine the NDC of Chile. The main mechanism for data collection is the Mining Production, Water and Energy Survey (EMPAE).
Delegations from the General Directorate for Mining Promotion and Sustainability (DGPSM) of the Ministry of Energy and Mines (MINEM) of Peru and the Ministry of Energy and Mines (MINEM) of Ecuador participated in this edition of the training, together with the COCHILCO counterpart. Officials from the General Directorate of Mining (DGM) of the MINEM of Peru, officials of the Vice Ministry of Mines of Ecuador and representatives of the Secretariat of Mining of the Nation of Argentina also participated virtually.
Among the participants were Víctor Garay, Director of Studies and Public Policies of COCHILCO; COCHILCO analysts Rosana Brantes, Cristian Cifuentes and Camila Montes. The MINEM delegation of Peru was made up of Wilfredo Vivanco (remotely), Director (e) of Mining Promotion of the General Directorate of Mining Promotion and Sustainability; Carmelo Condori, a specialist in the development of mining management tools and mechanisms, and analysts Deivid Ramírez and Víctor Carranza. The Ecuadorian delegation included the participation of Diego Rueda, Undersecretary of Artisanal Mining and Small Mining; Hernán Roberto Guasumba, Director of Industrial Mining in the Exploitation Stage; and Pablo Checa from the Directorate of Control, Monitoring and Technical Inspection and Intervention of Illegal Mining, Agency for the Regulation and Control of Energy and Non-Renewable Natural Resources. In addition, Achim Constantin, Director of the MINSUS/BGR Project; Jeannette Sánchez, Director of ECLAC’s Natural Resources Division; Mauricio León, Head of the Non-Renewable Resources Unit (UNRE-DRN); José Luis Lewinsohn, UNRE Economic Affairs Officer; Rodrigo Furtado and Orlando Reyes, DRN officials.
The representatives of the participating institutions confirmed their interest in continuing the collaboration in the strengthening of capacities for the homologation and application of the methodology developed by COCHILCO for the elaboration of statistics of production, use of water and energy.
