The former counselor of the PP of Ceuta who was vaccinated sneaking in and is prohibited from entering a center for minors sets up another party

Javier Guerrero became famous outside Ceuta the penultimate week of January 2021. On the 20th it was learned that he had been vaccinated against Covid-19 skipping all protocols and before almost anyone else, like the rest of the leadership, the Ministry of Health which was leading On the 21st he attracted more attention from the national media, whom he later called “hyenas”, when he argued that he had been immunized almost out of obligation because he “does not like vaccines”. He reached the zenith on the 26th, when he resigned apologetic and tearful convinced that he had acted “correctly and in good faith”.

During the last year and a half, he first ran to preside over the regional PP and then resigned when he learned that he would not have a free path. In the spring he left the PP and this summer he presented his own party, Ceuta Avanza, which changes the seagull for a pimpante mackerel as its logo. With him he aspires to fulfill his dream of becoming mayor and succeeding Juan Vivas, whom he blames for all his ills. Of his defenestration as a counselor, of course, but also of the fact that since January he has been expressly prohibited from entering the juvenile centers that he frequented so much.

In announcing his “personalistic” and unstructured project, he acknowledged that he does not have an ideology either: “I have come to contribute the human side… Ideologically, the range is very wide, I start from that of my supporters and voters.” When asked which one is his, he answered with a “ask them”. Two weeks later, via a press release, he was vaguely “in the center”.

Guerrero is never guilty or responsible: “The only mistake I have made is to have been honest and honorable and to have done everything with my heart,” he argued after shoving out the regional government through the back door. If any successful municipal list has to be built with at least one doctor and one teacher. Vivas, president of Ceuta for more than 20 years, put him in number 5 of the PP in 2015 along with several other doctors and obtained his fourth consecutive absolute majority, the last. Very well paid thanks to the residence bonus and their private consultations, none of those doctors wanted to be a counselor at the time.

In 2019 he repeated as a candidate and, then, yes, he agreed to enter the government team. It did not take him six months to present an unprecedented request to the Assembly that no one opposed: to combine his position as Minister of Health with the practice of private medicine eight hours a week in the afternoons and another two to attend “emergencies”. Some of those who then raised their hands in favor recognize today that it was “outrageous.” The first. A threat of scandal with the purchase of masks ended up undermining his internal credit. The vaccine was “the straw that broke the camel’s back”, government sources admit about the end of who had become a “loose verse”.

Extraordinarily popular among patients of all ideology, class or religion in the city of the four cultures, they were legion who defended him both with the vaccine and with his professional cocktail. Guerrero has cultivated for decades, especially in favor of high society but not only, favors thanks to his contacts and influence in the National Health System, where he has just asked for the second time to extend his retirement. Local analysts, who request anonymity, however, doubt that this fervor will translate directly proportionally into votes.

‘Ceuta Avanza’, predict the sources consulted by elDiario.es who have fought for that first seat that requires reaching 5% of the vote counted, will not reap much. “Between a thousand and 1,500 votes.” Enough, in the worst scenario for the interests of the PP and Vox, to subtract one seat from each, good news for a PSOE that in May aspires to unite the localism of the eminently Muslim electorate and the rest of a left always weighed down by its division .

elDiario.es invited Guerrero to participate in this report. He was “very interested,” but he declined. He is “on vacation” and needs to “absolutely disconnect”, some twenty former PP militants disappointed after not seeing different ambitions fulfilled, have alleged from his team. The doctor hardly speaks without a net.

In August, he leaked a self-interview to some media so that they would broadcast it as authentic, but his last real appearance was on July 26, when he summoned journalists for a controlled explosion in which he did not get to pull out the spigot: “I am a victim of some hidden and strange movement,” said the doctor, who alluded to “sectarian corrals” that seek to “discredit him.”

He pointed without names to “two” people who have a “huge grudge” against him and persecute him with the blessing of “the upper echelons” of the city. “They already wanted to finish me off politically, they are capable of anything,” he added enigmatically, although the ghosts that follow him are not white.

Guerrero began to frequent unaccompanied foreign minors protected by the City in the migration crisis of May 2021, when he was no longer a counselor and more than a thousand children were left alone in Ceuta. According to the sources consulted by elDiario.es, he became “a wise man” capable, when young people did not yet have health coverage, of finding the necessary shortcuts to obtain it, publicly or privately.

He already sang, remember those who treated him, “when I am president…” in his “daily” visits to youth lodgings, each time at more untimely hours. In October, a Facebook post supposedly launched by the family of a minor from Morocco led him to file a complaint with the National Police for insults that has come to nothing.

Then even in private he was devotedly defended, but his behavior was seen more and more improper. After last Christmas, access to the centers of the Child Protection Service was vetoed, although in charge of Minors there was still the one who is still his best friend in the Vivas Executive, the imputed vice president Mabel Deu. Despite everything, she “continues to receive” minors alone in the Hospital, according to different sources.

Guerrero has always aspired to enter the podium of the mythical doctors of Ceuta. Part of it are the almost beatified Republican mayor who was executed by firing squad, Antonio López Sanchez-Prados (“he was already compared to him in government”, former cabinet colleagues recall) and Abdelkrim Septi, with a statue in front of the Hospital and who died in 2013. Even from the The opposition continues to resemble them today because “in the exercise of their profession, they leave aside all protocols and circumstances with the sole ambition of curing the patient.”

In his professional circle, however, they remember that when he became a counselor, he left “800 undone colonoscopies” at the Hospital from the public plan for early cancer detection. The Territorial Directorate of INGESA, commanded by the socialist Jesús Lopera, who was vaccinated like Guerrero as soon as there were doses, outsourced those doses to Guerrero’s private practice as soon as he left the Government.

“People do not vote for personal favors because nobody knows what you put on the ballot, it is not the same as ruling on its compatibility by a show of hands”, warn sociologists and political scientists who do not believe that it can no longer reach the “absolute majority” that Guerrero announces to his supporters, but not even get more seats than, in the best of cases, his.

It is not necessary for him to become the Cantabrian Revilla, who is assimilated by his profile, to become the key to the new Government of the City, for which the polls predict a triple tie PP-PSOE-Vox. One can be more than enough. Those who have probed him so that he “does not harm the PP” and refuse to appear have found a no for an answer if the bill does not include the withdrawal of Vivas. In parallel, he has made an effort to publicly distance himself from Vox’s racist discourse, has touched former IU leaders and has pressed the Socialists to see if they would accept a pact with him if they gave the numbers.
