Course objective
Decision-making in public management processes is a key element for the development of good governance. Herein lies the importance of this course, which teaches how to use multiple criteria to make decisions in the field of public investment management, in a systematic, participatory, informed and transparent manner. Although the course is focused on investment, this methodology can be applied in decision-making in different areas of public policy.
The multi-criteria evaluation in public investment contributes directly to the improvement of planning processes in the public management cycle, especially in investment planning, since it allows ex ante evaluation and prioritization of investment projects, seeking to ensure the quality of spending . However, the methodology is also useful in the project execution stage, since it allows selecting implementation alternatives and evaluating the achievement of the expected results.
The general objective of the course is for the student to acquire the skills to design and apply the multi-criteria evaluation methodology in the management of public investment projects.
The specific objectives are: 1) Introduce students to the conceptual framework of multi-criteria evaluation; 2) Know the steps and techniques to develop a multicriteria evaluation; and 3) Exercise the methodology in practical cases related to the management of public investment.
Course methodology
The course will be developed in a mixed modality, mostly asynchronous, with some synchronous sessions, from June 5 to 30, 2023.
The course is structured in 4 Modules, each of them lasting 1 week, adding a total of 7 Learning Units, with a dedication of approximately 10 hours per module, as presented below.

The asynchronous component of the course will be developed through a Moodle platform, where there are learning units developed in a Digital Learning Object (ODA), a pedagogical resource that each participant must carry out in a self-instructional modality and where the students They will be able to see the contents virtually in a multimedia and interactive format. Each of these modules has a class recorded by the course teacher.
In a complementary way, online (synchronous) classes will be held via Teams, for each of the modules, in order to reinforce knowledge and clarify doubts. These classes will be held on the respective Mondays of each week, at 4:00 p.m. From Chile.
At the end of modules 1, 2 and 3, a formative evaluation will be carried out, through the application of a self-applied questionnaire available on the platform, in which concepts can be consolidated and the level of learning can be determined. This quiz will have a grade and its approval is mandatory to continue with the following units.
Additionally, in each of the modules, students will be asked to do group work, consisting of a practical exercise where participants have the opportunity to apply the course contents.
