This is because the Minister of Finance, Ricardo Bonilla, declared himself unable to manage the entity’s resources. The ad-hoc Minister of Finance, Rivas Ardila, will exercise the administrative functions of the procedures of the National Disaster Risk Management Unit (UNGRD).

“He declared himself prevented from doing so in relation to the validity of the Risk Management Unit. It seems to me that he did it well, it is a natural procedural decision,” said the Minister of the Interior, Juan Fernando Cristo.
