objectives
Strengthen the technical capacity to design and implement monitoring and evaluation systems for projects, programs, plans and/or policies, such that (i) facilitate the generation of useful evidence for decision-making, (ii) enhance the identification of lessons learned and good practices, (iii) promote improvements in the design and implementation of public interventions and (iv) facilitate accountability to citizens.
Specific objectives
- Provide a comprehensive overview of public policy monitoring and evaluation systems from a Results-Based Management approach. Know the main fundamentals and technical definitions in the design and implementation of monitoring and evaluation systems to enhance evidence-based decision-making.
- Analyze the main technical tools for monitoring and evaluating projects, programs and/or policies, their possibilities, uses and limitations, as well as the conditions of applicability, good practices and lessons learned.
- Understand the triangulation of qualitative and quantitative methodological strategies aimed at strengthening the reliability, validity and timeliness of evidence and inferences.
- Present the modalities for the integration of transversal approaches linked to territorial, gender and sustainability in monitoring and evaluation strategies.
- Share real experiences of monitoring and evaluation of projects, programs and/or policies developed in the public administration at the regional level.
work modality
Dynamics of the Course. The course will have a practical theoretical approach with a combination of synchronous and non-synchronous training instances through the ILPES ECLAC distance education platform. Synchronous instances will last for one hour and can
take place once or twice a week according to the course schedule (see section 8. Class schedule per week). The non-synchronous instances will have exchange forums, practical exercises and capsules with videos according to the themes of the corresponding class.
Practical cases. At the beginning of the course it is necessary for the participants to select a project, program and/or public policy that will serve as a practical case.[1]. Ideally, this case should be related to the institution where the women are currently professionally inserted.
people. During the course the participants will use the project, program and/or public policy to recreate key stages in the design and/or improvement of a monitoring and evaluation system. Likewise, the final work will focus on the selected practical case (see section 9. Course Evaluation).

If it is the first application to an ILPES/CEPAL course, the first step will be to register in the system, attaching to your application your Curriculum Vitae and a signed letter of endorsement from your institution, reflecting the importance that the training activity has for that institution. course. This marks the beginning of the selection process of the candidacies that will be received until the 2nd of
April 2023. Information received after this date will not be considered in the selection process. Between April 7 and 10, 2023, confirmation of acceptance to the course will be sent via email to those who have been selected, by the selection committee. People who have received this email must confirm their participation in the course before April 30, 2023.
The non-confirmation of participation will lead to integrate more applicants who meet the requirements to participate in the course.
