ECLAC supports the process of designing energy transition and integration policies in Costa Rica

The Economic Commission for Latin America and the Caribbean (ECLAC), through the Division of Natural Resources (DRN), began technical assistance to the Ministry of Environment and Energy of Costa Rica for the design of tools that allow a multidimensional evaluation of the interconnected energy systems, and in the process of updating Costa Rica’s long-term energy policy. Between October 9 and 10, 2024, ECLAC co-organized, together with the Ministry of Environment and Energy of Costa Rica, workshops and working groups with authorities and key actors in the country’s energy sector.

The Vice Minister of Energy Ronny Rodriguez Cháves highlighted ECLAC’s commitment to supporting Costa Rica in achieving the strategic objectives of the energy transition, highlighting the active participation of ECLAC technical teams in the different areas of study, design, development and evaluation of public energy and production policies.

The Ministry of Environment and Energy of Costa Rica expressed its interest in ECLAC providing technical assistance to the country for the construction of the 2050 energy policy, a process that is currently in the preliminary phase of planning, methodological definition and diagnosis of the main problems. , causes, consequences, and critical nodes of the public policy of the country’s energy transition.

On the other hand, the work agenda included the holding of national consultations within the framework of the United Nations Program to support greater energy security and resilience in the countries of the region. This space sought to collect data, improve understanding of local conditions, barriers and opportunities for the integration of Costa Rica’s cross-border energy systems.

To this end, a workshop and work tables were held with various actors from the energy industry and with the Ministry’s technical teams responsible for energy policy. Representatives and officials of the Vice Ministry of Environment and Energy participated; from the Regulatory Authority of Public Services ARESEP; from the Costa Rican Institute of Electricity ICE; National Company Force and Light CNFL; Technological Institute of Costa Rica ITCR; Costa Rican Association of Energy Producers ACOPE; Rural Electrification Cooperative of los Santos Copesantos RL; inter alia.

Furthermore, part of ECLAC’s work agenda focused on preparing the participation of the Ministry of Environment and Energy of Costa Rica in the next meeting of Regional Energy Transition Dialogues for Latin America and the Caribbean, which will be held between the November 26 and 29, 2024, in Guatemala City (https://cepal-org.zoom.us/webinar/register/WN_RMuVNJ5ATQOvoM1eJHclTQ).

ECLAC committed to continue supporting the government of Costa Rica, in line with its work of technical assistance to the countries of the region, in order to strengthen governance, policies, and institutional capacities to accelerate the just energy transition. inclusive and sustainable in Latin America and the Caribbean.
