250 billion dollars a year and no extra reference to abandoning fossil fuels: proposed agreement at COP29
The latest agreement proposal to close the COP29 Climate Summit has finally put a quantum on the table: a minimum amount that rich countries would transfer to poor ones so that they do not use oil, coal or gas and cushion the impacts of climate change . 250,000 million dollars annually.
Furthermore, the proposal on how to advance the global abandonment of fossil fuels “reaffirms” what was said a year ago in Dubai, but does not mention these fuels. That is, it refers to the “paragraphs” that called for “transitioning away from fossil fuels.” There is no more.
Regarding financing, the draft admits that 1.3 trillion dollars must be obtained each year from 2035, but the part of direct financing by developed states is estimated at those 250,000 million. “It condemns many people, those least responsible for the climate crisis, to continue suffering its consequences,” says the head of Ecologists in Action in Baku, Javier Andaluz.
Regarding the messages to stop burning oil, coal and gas, “it is not a step backwards,” says Jasper Inventor, of Greenpeace, but adds: “The escalation of the impacts and the desperation of vulnerable communities mean that the text must be stronger than last year.” Saudi Arabia has said that it will not accept the singling out of fossil fuels in the agreements of this COP.
