On October 9, an Audi Station Wagon, identified with the license plate CDT 201 and registered in the name of Huawei Paraguay, was seen parked in front of the diplomatic address for at least two hours. According to the report from the custodian of the residence, the vehicle remained with the windows down while its occupant took photographs of the place.
Alerted to the authorities, the National Police, with the support of the Prosecutor’s Office, requested information from Huawei Paraguay about the vehicle and its driver. The company confirmed that the car was driven by Dionisio Duarte, a 62-year-old employee residing in Fernando de la Mora. Duarte would have parked the car in front of the diplomatic residence between 1:00 p.m. and 3:00 p.m. on the designated day.
Although the act has not been considered a crime according to Paraguayan laws, prosecutor Karina Caballero Hellion continues to investigate the case, without charges having been filed so far.
The incident has raised suspicions due to historic international allegations linking Huawei to espionage activities on behalf of the Chinese government, accusations that the company has repeatedly denied. However, agencies such as the FBI have warned for years about possible links between the technology company and Xi Jinping’s communist regime, raising concerns in Taiwan-allied countries such as Paraguay.
Paraguay is one of the few countries that maintain official diplomatic relations with Taiwan, a situation that bothers Beijing, which considers the island as part of its territory. In this context, any action that can be interpreted as surveillance in Paraguayan territory acquires a delicate geopolitical dimension.
